The projects are mainly located in north-east France and are at various stages of development.
Included in the transaction are Velocita's French team which will continue to manage the portfolio, the developer said.
"Envision is deeply committed to our new colleagues at Velocita and to sustainably developing the French renewable energy market," said the company's head of international business, Felix Zhang.
The value of the transaction was not disclosed.
Envision entered the European market in July 2015, with the acquisition of a 25MW site in Sweden.
The Chinese turbine manufacturer is seeking to showcase its technology by developing its own projects as it attempts to grow in Europe and other global markets
