The French manufacturer will install and connect the turbines to the development located in Ceará state, north-east Brazil, by December 2017.
Alstom will produce the low-wind turbines at its factory in Camaçari in the east of the country. The factory is capable of producing 600MW per year.
It is the first time the two companies have worked together on a project.
In September, Alstom won a contract to supply the ECO 122 turbine to a 27MW site being developed by Enerplan.
