The wind farm, just south of the Texas Panhandle, will be made up of four medium-wind ECO110 3MW turbines and 25 ECO122 2.7MW low-wind turbines.
Following the completion of financing for the project, work is expected to begin in mid-2014, with commissioning due in 2015.
As well as installing the turbines, Alstom will provide operations and maintenance services at the wind farm for ten years.
Tri Global said that since the agreement was struck before 31 December, the project has reached a "safe harbour" in terms of qualifying for the production tax credit.
At the start of the year, the chance to qualify for the subsidy by starting "physical work of a significant nature" at the site or at a supplier's factory, or by spending 5% of total capital, expired, making reaching this threshold key to the financial viability of many projects.
