The government has reduced capacity available in the tender by 250MW to 3.35GW. Successful projects are expected to begin operations between 2021-2025.
In a letter to Russia's deputy prime minister, Arkady Dvorkovich, Stepan Zvegintsev, chairman of the Russian subsidiary of developer Enel, said such a move would limit the list of potential investors in wind power generation in Russia and "lead to a significant deceleration of investment activities in the industry".
Enel Russia has recently announced plans to implement several projects in the country.
A similar position is shared by other leading players in the Russian wind market. Among them are developers Fortum and VetroOGK, part of the Russian nuclear power company Rostec.
It is reported that the reduced capacity for wind will be reserved for projects implemented by the Russian state corporation Rostec to build two waste incineration power plants.
