The updated regulations released by the province's government call for 100MW of projects to come online in 2016 and 350MW by 2017, rather than 2017 and 2018 respectively as had previously been stipulated in the draft document released in August.
This tender is part of the Quebec government's plan to install an extra 800MW of wind capacity; a target that had previously unsettled the wind industry due to a lack of timescale attached to it. A 35% local-content quota is also included in the guidelines.
The document goes on to say that participation in the tender is reserved for power suppliers that can prove that "the local environment holds a participation representing 50% or more of the project control".
The local environment is defined as: "a regional county municipality, a local municipality, a native community, an inter-municipal board, [or] a cooperative the majority of whose members have their domicile in the administrative region where the project takes place."
Excluding the cost of transportation, the price of power must not be higher than C$0.09/kWh at 2014 prices adjusted yearly to the consumer price index, the document states.
