The PNA said the ports would be able to offer industrial, technical and logistical support for wind farms on both sides of the Channel, emphasising wind-turbine assembly.
Four out of the five proposed French offshore wind projects are in the Channel, while UK sites off the coast of southern England are at Rampion near Brighton and Navitus Bay off the Isle of Wight.
Jean-Michel Sevin, CEO of PNA said: "In both the marine energy and the offshore wind market, Caen-Ouistreham and, more particularly, Cherbourg, are very well positioned in relation to the performance and characteristics of the ports, and in terms of deadlines."
Cherbourg has a plot of land in the port area covering 36 hectares, which is currently free and can carry heavy loads because of shallow bedrock.
