Technip's European offshore wind headquarters and a centre of excellence are to be located in Aberdeen. It will work alongside Iberdrola's Global Offshore Division, established in Glasgow last year.
Technip will act as construction and engineering partner in the consortium, which will be led by ScottishPower Renewables. Areva will supply turbines for the consortium.
Keith Anderson, CEO of ScottishPower Renewables, said: "Technip's new offshore wind offices in Aberdeen are a welcome addition to Scotland's growing renewable-energy sector. As a well-established company with a strong presence in France, Technip is an ideal partner to help us bid for these major projects."
Ron Cookson, Technip's VP Offshore Wind, added that the move showed the firm's commitment to the growing offshore wind sector.
