The Blue Seas, Green Energy plan sets out the Government's vision for developing offshore wind energy in its own territorial waters up to 2020 and beyond.
Working with The Crown Estate, the Scottish Government said it will continue to discuss with industry the huge potential for offshore wind projects around Scotland.
A further announcement regarding next steps will be made by the end of June.
The Crown Estate was asked by the Scottish Government in 2007 to undertake a leasing round in Scottish Territorial Waters.
Site selection was a developer lead process and not completed by The Crown Estate. Scottish Government is responsible for stakeholder consultation through the assessment process.
Any decision to pursue development following the publication of the plan will be a commercial one and subject to existing planning and licensing procedures.
The Crown Estate has awarded lease agreements for two Round 3 offshore wind sites in Scotland's offshore zone (offshore beyond 12 nautical miles). These two sites have a potential generating capacity of 4.8 GW. The six Scottish Territorial Waters and the two Round 3 sites amount to around 10 GW of potential generating capacity.
