Governor Ralph Northam is expected to sign the Virginia Clean Economy Act into law by 3 March.
The law requires 2.6GW of offshore wind to be installed by 2030, and a further 2.6GW by the start of 2034.
The state currently has a voluntary renewable portfolio standard.
The act also establishes one of the US's most aggressive energy storage targets — 2.4GW by 2035 — and encourages regulators to create a cap and trade programme for CO2.
Dominion Energy has submitted plans for 2.64GW in wind development off Virginia. The three-phase project is expected to be installed by about 2026, according to “uåX˜äŠÊ˜·³Ç Intelligence, the data arm of “uåX˜äŠÊ˜·³Ç.
Construction has already started on Dominion's 12MW Coastal Virginia Offshore Wind pilot project.
Featuring a design that is meant to withstand hurricanes, it is due online this year, featuring two Siemens Gamesa Renewable Energy (SGRE) SWT-6.0-154 turbines.
SGRE has also been selected as the preferred supplier of the 2.64GW project.
Earlier in February, utility Dominion unveiled a 100% net-zero emissions plan.
