Fortum-Rusnano JV claims 823MW Russian tender win

RUSSIA: The joint venture (JV) of Finnish developer Fortum and Russian technology giant Rusnano has won the right to build 823MW of wind capacity in the country's latest tender, it has claimed.

It will build the wind capacity between 2019 and 2023 and receive a guaranteed power price of approximately €60-90/MWh for 15 years, the JV added.

Investment decisions related to the awarded capacity will be made on a "case-by-case basis", Fortum-Rusnano stated.

Developers had bid for projects with capital expenditure (Capex) costs of between RUR 59,339/kW (€804.07/kW) and RUR 130,404/kW (€1,767.04/kW) in a wind tender in June.

In total, 2,213.67MW was submitted in the tender – more than two-and-a-half times the available quota of 830MW.

The Russian Association of the Wind Industry (RAWI) noted proposals between RUR 59,339/kW (the lowest bid) and RUR 80,305/kW were entered for 823.3MW – almost the exact amount awarded to Fortum and Rusnano – but did not identify the bidder or bidders.

In June 2017, the Fortum-Rusnano JV was awarded the right to build 1GW of wind power – the majority of the 1.65GW available – by 2022. Currently, 50MW of this capacity is under construction, it stated.

Fortum completed Russia's first commerical scale wind project, the 35MW Ulyanovsk site, in January 2018.
