The average price for the four projects was BRL 67.60/MWh ($19.95/MWh) — well below the BRL 255/MWh initially offered by energy regulator Aneel, and 31.45% down on the BRL 98.62/MWh average price in December’s auction.
Aneel described the auction as a "success", with director Tiago Correia adding: "Now it is up to Aneel to monitor the management of the contracts so that the energy is delivered within the established deadline."
Successful projects must be commissioned by 1 January 2022, under the rules of the tender.
Wind farms awarded contracts in the latest auction are all in the western state of Bahia, have a combined capacity of 133.6MW, and represent a BRL 629 million investment in the state, energy regulator Aneel stated.
One of the projects awarded contracts is a 114MW project owned by EDF Energies Nouvelles. It will be built 350 kilometres north-west of the coastal city of Salvador.
Construction is set to begin in 2019 and commissioning is expected for 2021, the site owner claimed. It will sell power through a 20-year PPA with 17 Brazilian electricity distribution companies.
Aneel had received submissions for 931 wind farms, with a combined capacity of 26,198MW for the auction, which was concluded this month.
In August, the regulator cancelled 308MW of power purchase agreements (PPAs) for projects that were never built.
The Brazilian Ministry of Mines and Energy (MME) has for 31 August to award contracts for projects to start auctions from January 2024.
