While demand for previous experience is relatively common worldwide, this is the first time the Egyptian government has set the criteria so high, said Donia El-Mazghouny, an attorney at Shahid Law Firm.
Egypt decided to target large developers because it received so much interest from major companies earlier this year around the Egyptian Economic Development Conference, said Ehab Ismail Ameen, general manager for planning at the New and Renewable Energy Agency.
Although the relatively high threshold will obviously narrow the field, it should help ensure the project is successfully built. "The Egyptian government will understandably want to make sure that it is dealing with bidders with the expertise and ability to deliver a project of this nature," noted Michelle T Davies, head of clean energy at UK law firm Eversheds.
