The Akita Prefecture invited bids to develop the sites in the Akita Port harbour and the Noshiro Port habour in December 2014. The sites are 3.5 and 3.7 square kilometres respectively.
According to the prefecture, two companies submitted bids to develop the sites and Marubeni was chosen for both. The Akita Port project will be 65MW and Noshiro Port will be 80MW.
Marubeni will now undertake surveys of the area in order to finalise its plans.
The firm will be financially supported by construction company Obayahsi Corporation, power generation firm EcoPower and the Akita and Hokuto Banks.
The prefecture also confirmed Marubeni's application had named a proposed foundation type but a final decision will be made after surveys have been completed.
Last week, a Hitachi Zosen-led consortium was given permission to explore the possibility of developing a in Niigata, also off the northwest coast of Japan.
