Purbeck District Council in the south of England said it had "assessed the potential benefits and disbenefits" of the project and concluded that the project does not serve the interests of the local community.
In its report the council acknowledged and supported the sustainability benefits that the development offered, but said that these were outweighed by "adverse social and environmental impacts".
The visual impact of the project was highlighted as the main reason for the objection, with the report finding that despite EDF and Eneco, this had not been minimised to an acceptable level.
"The development would result in significant adverse harm to the Purbeck AONB [area of outstanding natural beauty] landscape and the significance and setting of the heritage assets of the Jurassic Coast World Heritage Site and Durlston Castle and Park," the report said.
The council said that is also has serious concerns about the effect of the project on the district's tourist economy.
While the authority does not have the power to block the project, its opinion will be taken into account by the UK's consenting body, the Planning Inspectorate, which will complete its examination of the project by 11 March 2015.
