The Ventika and Ventika II projects are being developed by energy company Spanish Fisterra Energy in the state of Nuevo Leon, north-east Mexico.
NADB has now begun disbursement of two loans totalling $140 million, allowing construction to start later this year. Commissioning is due in 2016.
The projects are to be constructed by Acciona Energia, which will install its 3MW AW116/3000 turbines, with rotor diameters of 116 metres, mounted on 120-metre concrete towers.
At the time of the announcement of the turbine purchase, Acciona said that the total investment associated with the two projects is around $650 million.
Fisterra is a Spain-based energy company owned by Blackstone, Cemex and private investors.
