South Kent has 124 Siemens 2.3MW turbines with blades and towers that were produced locally using Ontario-made steel.
The 270MW site is the first to be completed since a deal was struck between the Ontario government and a Samsung-led consortium.
In 2010, the group pledged to invest C$7 billion (US$6.8 billion) over six years to develop 2GW of wind farms in Ontario.
As part of the deal, 50% of the turbine manufacturing had to take place in the province.
Ontario was forced to drop the scheme in May last year after the rules were deemed anti-competitive by the World Trade Organisation (WTO), following complaints from the EU, Japan and the US.
Following the WTO's ruling, the deal between Ontario and Samsung was slashed to 1.369GW.
Samsung and Pattern Energy are also constructing the 150MW Grand Renewable Energy Park in Haldimand County, Ontario.
