The department of infrastructure, the department of environment, food and agriculture and the treasury, are working with offshore wind consultants Source Low Carbon to work towards tendering for future offshore wind farms.
"Consultation will continue with all stakeholders potentially affected by the development of any wind farms in Isle of Man territorial waters to avoid any adverse impacts," said minister for economic development John Shimmin.
The government has a plan to become a renewable energy hub and to export ten times as much low-carbon electricity to the UK as the entire island consumes in a year.
No timescale has been specified for interested parties to approach the government.
