The port is already home to the O&M base for 504MW Greater Gabbard wind farm and will now serve Galloper, both of which are owned by utilities SSE and RWE, for the operating lifetime of the project.
An old fish market is to be converted into the facilities needed to serve the wind farm.
A timescale was not laid out for the development of the base, but the project has now passed all regulatory hurdles after the government gave the go ahead in May 2013.
Construction is expected to start in late 2016.
In November, the developers revealed plans to scale back the wind farm by nearly a third to 340MW, from an initial 504MW.
The Galloper project was left out of the government's "provisionally affordable" list of projects revealed in December. The developers said they are working with the government to work out a solution to this failure to clear the first hurdle towards securing subsidies.
