Ground was broken at the 102MW Plandiste project in the north east of the country, with the company saying it expects construction to be completed in a years time.
The firm said that a final decision on the supplier of the turbines will be made by the end of the year.
Work was opened by the deputy prime minister Aleksander Vucic and NIS chief executive Kirill Kravchenko.
NIS owns half of the Energovind joint venture, with the other half held by private investors. EUR 160 million has been invested in the project.
