AWC said the first phase of the line - consisting of two power lines running from northern New Jersey to Norfolk, Virginia - will be called the New Jersey Energy Link. It will span the length of the state and carry 3GW.
The New Jersey link will be built in three stages with construction planned for 2016. AWC aims to complete it by 2019.
In all, the high-voltage direct-current line, whose investors also include equity fund Good Energies II LP, the Japanese trading company Marubeni Corporation and Belgian transmission system operator Elia, would run about 1,271 kilometres (790 miles) in length and enable up to 6GW of offshore wind to be delivered to the grid.
The line would connect wind project development areas off the coasts of Delaware, Virginia, New Jersey, Maryland, Massachusetts and Rhode Island.
"The NJ Energy Link can make the grid more reliable and lower the cost of energy in New Jersey by delivering both offshore wind and conventional electricity to where it is needed and when it is needed along the coast, whether that be southern, central or northern New Jersey," said Robert Mitchell, CEO of AWC.
