Romney's accuses President Obama of having "intentionally sought to shut down oil, gas, and coal production in pursuit of his own alternative energy agenda" and of overly subsidising "green energy projects run by political cronies".
In the plan, Romney advocates American energy independence by 2020 with more reliance on the private sector.
Romney asserts that America's wind industry has lost 10,000 jobs since Obama took office in January 2009, though there is no evidence in the document to back this figure up.
The American Wind Energy Association (AWEA) has repeatedly said the lapse of the federal Production Tax Credit (PTC) in December could cause the loss of 37,000 wind jobs. It did not comment on Romney's estimate.
Romney favours ending the PTC, but in a speech on Thursday, Romney tried to bolster his image on renewable energy: "I like wind and solar like the next person."
