The Asociación Empresarial Eólica (AEE) claimed the legislation would cause 2-3.5GW of non-amortised wind capacity to default on finance triggering severe repercussions throughout the sector.
A table, leaked from the industry ministry, charts the proposed tax rates. It adds detail to industry minister Jose Manuel Soria's recent statement that there would be a tax for different technologies based on how much they received in subsidies.
Soria said the measure, part of new energy reform to be announced this month, aims to slash a EUR 24 billion deficit across Spain's electricity system.
The 11% rate proposed for wind compares with 4% tax set for so-called "ordinary regime" (conventional) power. The ministry declined to comment on the leak.
AEE president, Ricio Sicre, said discriminating against technologies was "legally dubious", promising she would fight the measure with all available legal tools.
