CEPRI, which is a subsidiary of the China State Grid Corporation, and GL will develop testing for prototype wind turbines. This will include power performance tests, load measurement, noise measurement, and power quality.
It will also include LVRT testing. This has been a problem with China's wind turbines and a concern for CEPRI in particular. On 24 February 2011, Dai Huizhu, a professor with CEPRI, said 598 wind turbines, totaling 840MW, were disconnected from the grid in Jiuquan, Gansu Province.
The shutdown, arguably one of the most serious in the history of Chinese wind power, was caused by a "general grid voltage fluctuation". All the wind farms in Guazhou, a major part of the 10GW-level Jiuquan wind power base, saw some of their wind turbines disconnected.
Speaking about the MOU, Mathias Steck, Senior Vice President and Regional Manager Asia Pacific, GL Garrad Hassan said: "This is the logical consequence out of our long lasting and fruitful business relationship with CEPRI RED and through our concerted efforts we expect to help Chinese wind turbine manufacturers strengthen their competitiveness in the global market."
