The committee says that National Energy Bureau (NEB) has approved the offshore demonstration wind projects, which are separated into 4.3GW in Tangshan city and 1.3GW in Cangzhou city.
Under the provincial plan, Hebei will give priority to develop the Tangshan project in the 12th Five-year Plan period (2011-2015), with 500MW installed in the first stage. In the 2016-20 period, the province will steadily increase capacity.
At present, Hebei is accelerating early stage preparations for a 300MW offshore demonstration project near Puti Island in Leting county under Tangshan.
The Leting project could go into operation in 2015. With a total investment of CNY 5.76 billion, the project will use 3MW+ wind turbines.
NEB has also approved plans to construct 12.75GW offshore projects in east China's Shandong province and 5.95GW offshore projects in Shanghai city.Problems
The announcement comes at a difficult time for China's offshore efforts. Speaking at the country's Offshore Wind China 2012 conference CREA director Li Junfeng said China needs to rethink its approach to offshore after the failure of the first concession projects.
