In January last year, Siemens and Associated British Ports (ABP) signed a memorandum of understanding to develop an offshore wind turbine factory in Hull, north-east England.
Sign-off by UK ministers is still required before construction can proceed. If this happens the facility could be completed by 2014, in time for the UK's 33GW Round 3 programme.
Hull councillor Steven Bayes said: "The council and its partners will continue working towards making sure Hull and the surrounding region achieves its aims of becoming the UK renewables hub.
"We will now be working with our partners to continue work on the skills, supply chain and land aspects of the Green Port Hull offer to make sure the city and surrounding region can gain the maximum benefits for the region, using all the tools available including the enterprise zones, RGF and other funding."
Any turbines built are likely to be destined for the 4GW Hornsea offshore wind farm. Siemens is a member of the SmartWind consortium, which is running the project.
