The new capacity brings Spain's overall figure to 20,674MW. This surpasses the objective for 2010, which was set in 2005 at 20,155MW.
However, absolute growth at just 8% is the lowest figure for seven years.
The industry blames the poor figures on the central government’s project-licensing register, introduced in 2009 and capping new capacity to end-2012.
The register, which AEE believes has cost over 10,000 jobs, leaves 2011 and 2012 each with 1500MW of new capacity, against over 3500MW installed back in 2007.
The government has promised the European Commission that Spanish installed wind capacity will reach 38,000MW by end 2020.
AEE is demanding negotiations with the government on both post-2012 capacity and on a new pay mechanism to drive the market, when the current regulation expires.
Wind penetration rose two percentage points, covering 16.6% of electricity consumption in 2010.
