The plan sets several goals for 2020, including for 31% of the gross energy consumption, 60% of the electricity produced, 29.9% of the energy consumption in the heating and cooling sector, and 10% in the transport sector to be of renewable origin. Dependence on imports will also be reduced, thanks to energy production from domestic sources. The industrial cluster associated with wind energy will be consolidated and sustainable development will be promoted. Specific measures to achieve the goals include the creation by 2012 of a fund to alleviate variations in electricity prices.
The plan forecasts that, between 2010-2020, installed renewables capacity will grow by an average 6.8% annually. Power output will expand by an average 4.3% every year. By 2020, installed wind capacity will reach 6.95GW, 50MW of that offshore, producing an annual total of 14.6TWh. The development of offshore wind is dependent on technological developments and their economic viability.
The Portuguese Renewable Energy Association believes the plan could go even further and that 34.8% of the final gross energy consumption will come from renewable energy.
