Landowners force 150MW project to be scrapped

CANADA: Cartier Wind Energy has cancelled its 150MW Les Méchins project in Quebec following negotiation delays.

The project is one of eight selected in Hydro-Quebec's 2004 call for 1GW of wind power and was to have come on line in December.

But the company ran into delays negotiating with local landowners, causing it to miss the delivery date in its turbine supply agreement with GE Energy.



Finding replacement turbines was complicated by a local content requirement that 60% of project costs be incurred in Quebec's Gaspésie region.

Cartier spokesman Luc Leblanc says the company paid a penalty of C$3 million to the utility.
