The fourth stage will go online by the end of the year, the company says. Each CNY 530 million ($77.8 million) stage will use 24 Hara XEMC 2 MW turbines, with the total cost adding up to CNY 3.5 billion ($513.6 million). The 40 MW first stage was commissioned in December 2007 and the 48 MW second stage went into operation last October.
Wulanchabu has a rich wind resource, with nearly 7000 square kilometres available for wind farms and an estimated 42 GW of potential.
Major state-owned utility China Datang Corporation, one of China's biggest developers of wind, is co-operating with the local government in east China's Shandong Province to develop a 200 MW wind project near Pingdu at a cost of CNY 2 billion ($293.5 million).
Datang is preparing a feasibility study and has stationed a construction team in Pingdu. Of the total cost, CNY 500 million ($73.4 million) will go to the first stage 50 MW Yunshan Wind Farm of 30 turbines. Shandong has seen the construction of several large wind farms in recent years, particularly in the Qingdao and Weihai regions on China's east coast. An additional 920 MW of new wind power is expected in 2010, bringing the total to 1 GW.
Wind developer Huaneng Power International says its planned 199.5 MW Ganhekou No 2 wind power project in Jiuquan City, in north-west China's Gansu Province, has been approved by the National Development and Reform Commission, China's industrial watchdog.
Total investment will be CNY 2 billion ($292.9 million) with equity capital from the company making up 33.3% and bank loans the rest. Construction is scheduled to begin this year and conclude in 2012. Leading state-owned developers such as Huaneng, Datang, Huadian and Guodian are given preferential consideration for low-interest bank loans, helping them achieve high rates of wind installation.
Tianrun New Energy Investment Co, a subsidiary of wind turbine manufacturer Goldwind, has commissioned the CNY 420 million ($61.5 million) 49.5 MW first phase of its 500 MW Tianrun Wind Farm project in Aletai Prefecture in northern China's Xinjiang Province.
Construction began in April 2008. The initial phase uses 66 Goldwind 750 kW turbines and is the first large wind farm in Aletai Prefecture. It is expected to generate 120 GWh a year and cut carbon emissions by 145,000 tonnes, says Yang Xi of Tianrun. The full project is slated for completion by 2020 at a total cost of CNY 4 billion ($585.9 million). The company also has an agreement with the local Bu'erjin County Government to develop an additional 50 MW project.
Portuguese energy company EDP has agreed with China's Wenzhou Huali “uåX˜äŠÊ˜·³Ç to develop a wind farm in China for an initial investment of EUR200 million via its Chinese subsidiary, EDP Energy Solutions.
"The investment is the responsibility of the Chinese company, while EDP will provide the know-how," says Joao Marques da Cruz of EDP Energy Solutions, based in Macau. China's commerce minister, Chen Deming, adds that both companies "will jointly exploit wind energy in the centre of the Jiangsu province, south of Zhejiang and North of Fujian."
