American wind farm developer FloWind has said it will petition the California Public Utilities Commission (CPUC) over the controversial Biennial Resource Plan Update auction (“uåX˜äŠÊ˜·³Ç, August 1994). The company will ask the CPUC to start the process over again. The San Francisco Chronicle also reports that FloWind believes that the auctions for renewables power contracts held last autumn were corrupted by false and misleading bids. Some bidders asserted they could produce full power 90% of the time, whereas 30% is more realistic, FloWind attorney David Simpson told the newspaper. "Unless overturned, contracts worth hundreds of millions of dollars will be awarded to bidders who submitted patently false or misleading data," he reportedly said. Over 1000 MW of contracts have been awarded to Kenetech, Zond and SeaWest in an auction worth some $1.5 billion in investment in independent power production.
