A Chinese year
For the first time China is buying wind plants from the West using its own money. Deals for two large wind farms have been concluded without the backing of overseas aid programmes. At the same time the Chinese government has publicly announced that development of renewable energy is a national priority. What's more, it is actively seeking overseas co-operration to realise its first goal for wind-400 MW within the next three years. With China's new found openness, that goal could well be reached.
