Another American wind developer, Zond Systems Inc, has also signed a letter of intent to build a $110 million wind plant in Inner Mongolia. The venture with Zond would involve a $5 million interest-free loan from the US and Chinese investment of $15 million, the newspaper said. The remaining $90 million would be raised by Zond. The two plants are due to begin construction in 1995 to 1996.
