Green power solicitation in Tennessee

The Tennessee Valley Authority (TVA), a huge publicly owned utility, is soliciting competitive offers for green power contracts, using power from sources such as wind, solar, biomass or geothermal. The Request for Proposals is not for a specific amount of capacity. But the solicitation says that if retail customers seem willing to commit to, say, one billion kilowatt hours annually, then TVA will try to contract with various green power producers for that amount of power. Final submissions are due May 21 and notices of intent to propose were to have been in by March 12. TVA, which is based in Tennessee, says it will evaluate the proposals it receives, then develop a retail pricing proposal based on pricing information contained in proposals and on a customer survey. A short list is expected to be issued by October 2 and negotiations completed by the end of 1999.
