Where there is competitive bidding for projects of reasonable size, wind is consistently being offered for less than $0.05/kWh. Meantime, fossil fuel subsidies dropped considerably between 1990-91 and 1995-96, says the World Bank, particularly in Russia and China; coal rather than oil and gas is suffering. In the US, gas prices rose towards the end of the year but this trend, not reflected in Europe, could be temporary. There is more awareness that nuclear is too expensive and even the International Energy Agency accepts that nuclear's role is likely to decline.
