FPL Energy's attempt to build a 30 MW wind farm in southern Wisconsin has encountered yet another roadblock - the Federal Aviation Administration. The FAA says FPL must move five of the 33 turbines proposed before it will permit the development. This blow comes just as FPL was to ask for formal siting approval from the town of Addison. FPL submitted the permit application to the town siting board initially in October 1999, but withdrew it when over 200 citizens, many irate, tried to attend the hearing (“uåX˜äŠÊ˜·³Ç, November 1999). FPL re-filed the application on December 20 and was expecting a hearing on January 20. But now it has postponed the filing to make the changes required by the FFA. It is expecting to re-file the application within 60 days. "Even though we have to move some of the turbines more than anticipated, we're pleased with the results of the FAA study, as it specifies definite areas where the turbines can be located," says Steve Dryden, project director. The main group opposing the project, the Town of Addison Preservation Group, has been matched by a local group of wind proponents, Taxpayers for the Addison Wind Farm, consisting mostly of farmers and their families in this close-knit farming community.
