The Tokyo metropolitan government is examining the potential for a wind power station on a reclaimed garbage disposal site in Tokyo Bay known for its strong winds. If it proceeds it will be the first wind farm to be built near a big city in Japan. The garbage disposal dump will reach capacity in 2005, after which 314 hectares of reclaimed land will become available. The Tokyo city government hopes that a wind plant will enhance the image of the garbage dump. Other reclaimed land in Tokyo Bay has previously been used as parks or golf courses. Users of them are not allowed to smoke, however, because of the incineration risk from gases seeping up from the garbage below. A wind farm is not likely to pose the same hazard.
