An order for 1400 MW of power generation equipment is big business, whatever the technology. When the order is from a Spanish utility and is for 1800 wind turbines, it lifts a whole industry into a new category of growth. Ironically enough, however, creating a market for small scale distributed wind plants, using net metering as the regulatory tool, is the special focus of this issue. Huge utility wind farms at one end of the size scale -- and a secondary net metering market of hundreds of megawatt at the other end -- is close to realising the full potential of wind energy.
