Harpen, the renewable energy arm of German energy giant RWE, has announced it is staying out of Germany's offshore wind sector for the time being. "Permitting is still in progress. Offshore turbine technology is still immature and our strategy is to use only market-tested technology," says Harpen's Bernd Widera. "Without in any way wanting to sound arrogant, the huge investment required for offshore development means that there is really no way past our door." Widera, nevertheless, welcomes a proposal to improve payments for offshore electricity, planned for inclusion in an amendment to the German renewable energy law. Meanwhile Harpen will actively follow construction and operation of the North Hoyle 90 MW project off the coast of northwest England by National Wind Power, a subsidiary of RWE's British energy company Innogy. Harpen has 106 MW of wind plant in Spain, 7 MW in Germany and 15 MW under construction in Italy.
