Conservative groups fail to halt US’s largest offshore wind farm

A federal court is allowing construction of the 2.6GW Coastal Virginia Offshore Wind (CVOW) project to continue, rejecting calls to halt the work. 

Conservative groups, including the Committee for a Constructive Tomorrow, the Heartland Institute, and the National Legal and Policy Centre, were seeking to freeze the project because they said it would harm the endangered North Atlantic right whale.

The US district court for the Columbia district, Washington, DC, ruled that the plaintiffs had "not demonstrated they will face irreparable injury in the absence of a preliminary injunction or stay”. 

The project, 47km off the coast of Virginia Beach, is owned 50:50 by Dominion Energy and Stonepeak Infrastructure Partners. 

Dominion Energy recently announced that it had installed the first monopile foundation in the project, expected to be completed in late 2026. The project will consist of 176 of Siemens Gamesa’s SG 14-222 DD turbines.
