Russian wind association calls for tender results to be scrapped over fears of Chinese OEM influx

The Russian Association of the Wind Industry (RAWI) has demanded that results of a tender for 17 wind farms in the Russian Federation should be cancelled over fears of a massive influx of Chinese turbine manufacturers.

The entire tender for the wind farms, with a combined capacity of 740MW, was won by Uralenergosbyt, a joint venture of Fortum's Russian subsidiary and power supply company Vostok.

Sergey Morozov, RAWI’s chairman said the results of the tender should be cancelled due to the current political climate. 

Chinese OEMs ‘entering Russian market’

According to Morozov, Uralenergosbyt “is still the same Fortum together with the ESC Vostok” and “under the guise of these businessmen, Chinese manufacturers of wind turbines are entering the Russian market”. 

Finnish Fortum distanced itself from direct affiliation with Uralenergosbyt, and said the process of selling its Russian division was ongoing and that the company will not make or approve any new investments in Russia.

Finnish Fortum: auction not approved 

According to Fortum: “PJSC Fortum its Russian subsidiary, independently made a decision on the admission of Uralenergosbyt to participate in the auction. This decision is contrary to the clear instructions of Fortum Corporation and is not approved by the parent company.”  

Fortum added that it did not take part in the tender and does not control Uralenergosbyt.

The victory of Fortum in Russia and its partner in the tender caused a mixed reaction in the Russian market because the Finnish parent firm - having lost its main turbine partner, Vestas - has postponed 750MW of wind farms in the Russian Federation and refused to build another 460MW of wind. 

Dongfang

According to media, Fortum in Russia has been negotiating with Dongfang over the past year and the Chinese OEM could become its new technology partner in Russia and localise its production.

Fortum has already used Dongfang turbines in the construction of its first wind farm in the Ulyanovsk region.
