Gushing commitments of support from high-level EU and national government leaders marked the Spanish Wind Energy Association鈥檚 (AEE) fifth annual congress in Madrid earlier this month (1-2 October).听
The event began with a bang, as energy state secretary Sara Aagesen announced a schedule for renewables power auctions is nearly complete following two years of planning. The next tender could be held this year.
Prime Minister Pedro S谩nchez鈥檚 socialist government, in office since June 2018, 鈥渋s calling on wind to help lead Spain鈥檚 [post-Covid] economic recovery,鈥 said Aegesen. She praised the sector鈥檚 track record in creating 鈥渋ndustry and quality jobs鈥 while attaining EU clean energy objectives.听
The auctions will end a period of uncertainty. The last rounds were held 2016-2017, when 4.6GW of wind was allocated, of which 1.6GW is yet to be completed.听
They come at a price, with tough regulations geared at optimising grid integration, coupled with battery and hydrogen storage, warned Aagesen.听
The aim is to ease the way for the 24GW of new wind capacity needed to meet the government鈥檚 50.33GW cumulative target by 2030.听
That objective is enshrined in Spain鈥檚 national climate and energy plan (NECP), submitted in April 2020 as part of the EU鈥檚 new Green Deal demands.听
The 50.33GW target includes a net 10-15GW increase through repowering old wind plants, refitting them with new turbines.听聽
The auctions 鈥渃ould not arrive too soon,鈥 said AEE president Juan Diego Diaz. Under the plans, at least 2.3GW will be installed annually to 2030, but newly commissioned capacity is already lagging this year, with just 735MW added so far amid the Covid pandemic.听
Jackpot
Already buzzing, the congress mood was turbocharged by the EU鈥檚 September announcement of a 鈧750 billion recovery package for Covid-hit countries, with 鈧140 billion going to Spain.听
The overwhelming response at the congress was less one of relief for the lifeline and more one of euphoria. 鈥淲e hit the jackpot,鈥 joked one delegate on the sidelines.听
Barely a week later, S谩nchez announced he had earmarked 鈧6.5 billion for green energy transition grants.
The mood is far removed from the wind power winter years of the conservative Partido Popular (PP) party鈥檚 administration between 2011 and 2018, when new capacity ground to a halt.听
Unanimous support
鈥淚t seems wind has become the blue-eyed boy not only of the Spanish electricity system but also of the government鈥檚 economic plans,鈥 said Luis Merino, of industry magazine Energ铆as Renovables.
Indeed, a roundtable discussion between energy leaders from five Spanish political parties unanimously backed the EU鈥檚 energy transition and wind power plans. Even the PP鈥檚 Guillermo Mariscal said his party 鈥渨ill present no opposition鈥 to deployment.
The Congress took place at the conference hall of Hotel Hotel RIU Plaza Espa帽a, Madrid. Roughly 100 delegates attended in person with more than 200 joining online, due to Covid restrictions.听
Attending in person, Aagesen, underlined the Spanish wind sector鈥檚 resilience and the 735MW installed this year despite the Covid pandemic.听
While that is far from the 3.5GW installed back in 2007, it still brings cumulative capacity to 25.7GW, behind only China, the US, Germany and India.听
Upping the ante
Support continues to mount. From Brussels, Energy and Climate Commissionaire Kadri Simson (below) welcomed newly initiated Spanish government studies aimed at bringing forward the NECP objectives by two years.听
The studies follow the Commission鈥檚 September revamp of the EU鈥檚 greenhouse gas (GHG) emissions鈥 reduction target 鈥 now set at 55% by 2030, up from the previous target of 40%.听
While details of auction requirements are under wraps, Aagesen outlined the related grid integration demands: energy storage, hydrogen production, smart digital plant controls and increasingly sophisticated grid operation services.听
Storage
Diaz picked up the gauntlet: 鈥淭he days of 鈥榩ure wind鈥 projects are over and hybrid solutions will be the norm.鈥澛
He explained the NECP target will mean 74% of electricity from renewables, including 42% from wind, by 2030 (against 40% and 20% today, respectively). 鈥淚ntegrated storage and PV hybrids, together with increasingly sophisticated digitalised control mechanisms are vital to optimise wind penetration in both the power grid and power market,鈥 he said.听
Sector consultation on the government鈥檚 battery storage route map is imminent, said ecological transition minister, Teresa Ribera (below). Details are not yet public.听聽
Spain already has a sophisticated grid to manage its high wind power loads, said Diaz. Yet interconnections with the rest of Europe, to export excess production, are still weak. Storage will provide a profitable offload for excess production, thus avoiding curtailment.听
鈥淲e already have storage experience,鈥 said Victor Equisoain of German turbine OEM Nordex, which merged in 2016 with Spain鈥檚 Acciona 搖錢樹娛樂城. Parent company, developer Acciona, pioneered Spain鈥檚 first battery-wind hybrid pilot in 2017. Subsequently, OEM Siemens-Gamesa and utility Iberdrola have followed suit, at home and abroad.听
Hydrogen
Meanwhile, the government has outlined a plan to install 4GW of hydrogen electrolysis capacity by 2030.听
Sector consultation on the so-called hydrogen roadmap will open in October, said V铆ctor Marcos Morell of state energy efficiency agency IDAE.听
The blueprint will include an interim target of up to 600MW of electrolysis capacity by 2025.听
It also aims for 25% of total industrial hydrogen demand to be supplied by renewables.听
Additionally, it targets 150 buses, 5,000 cars and light vehicles鈥攖ogether with 100 filling stations鈥攁nd two commercial train routes, all to run on hydrogen.
Regarding dedicated battery storage for wind and other renewables, Aagesen (below) said 鈥渆xtensive鈥 regulation was currently being drawn up, though details remain confidential.听聽
In a roundtable discussion on grids, the IDAE鈥檚 Morell said he expected commercial opportunities to develop for agents managing and trading energy from battery storage.听
Meanwhile, government plans to deploy 250,000 electric vehicles by 2025 were welcomed as a further opportunity for renewables 鈥 especially for high winds at low electricity demand at night.听
The roundtable鈥檚 prevailing view was that initially limited storage capacity will provide the grid operator spot frequency control services for periods under two hours.听
Nevertheless, as of 2025, growing battery storage capacity will be called upon to smooth wind power output peaks and troughs, providing power for periods up to eight hours.听
PPAs
Batteries were also viewed as an aid for wind producers to guarantee power in power purchase agreements (PPAs).
Spain was the biggest PPA market in Europe for renewables this year, with 716MW signed between developers and corporations, according to Oliver Metcalfe, energy specialist for BloombergNEF, in his keynote speech.听
That is a leap from a virtually non-existent PPA market just four years ago. Prices have averaged at 鈧38/MWh for wind against 鈧35/MWh for PV. His projection ten years ahead is for 鈧35.80/MWh for wind against 鈧39.17/MWh for PV.听聽聽
In its aim to promote PPAs with renewables producers, the government has just launched a 鈧200 million state reserve insurance fund (Fergie), said Fernando Soto of Spain鈥檚 Large Energy Consumers鈥 Association (AEGE).
Fergie will perform its own due diligence on contracts covering a minimum of five years and 10% of a company鈥檚 energy consumption.听
Should there be a shortfall in that consumption, the insurance fund will pay out the difference to the renewables producer.听
Fergie will cover a maximum of 鈧600 million worth of PPA over the next three years.听
鈥淲ith many AEGE steel producers making wind turbine towers, PPA鈥檚 here mark the circular economy the EU seeks,鈥 said Soto.
