The solicitation is expected to add at least 1GW off the state and "perhaps substantially more", according to a document from the governor's office.
In its first solicitation, New York contracted for 1.7GW of offshore projects, the largest procurement in the US so far.
This came after Cuomo upped New York's offshore wind target to 9GW by 2035, the country's most aggressive goal.
The second solicitation will be overseen again by the New York State Energy Research and Development Authority (Nyserda).
New York will also initiate a competitive process to award $200 million in public investments in port infrastructure improvements for the offshore sector, with a competitive request for proposals set to be issued early this year.
The state has one of the US's most aggressive climate laws.
"The environment and climate change are the most critically important policy priorities we face," Cuomo said last summer during the announcment of two offshore wind deals for Equinor's 816MW Empire Wind and Ørsted's 880MW Sunrise Wind.
