The two technologies will compete against one another for the lowest cost of electricity in an auction to be concluded on 3 April, BNA announced.
It will carry out joint tenders to determine appropriate financial support requirements for wind and solar in technology-specific auctions, .
A 750kW minimum project capacity has been set for both wind and solar, and volumes for ground-mounted systems for solar are capped at 10MW.
Bidders can receive no more than is €88.40/MWh for both technologies and offers are to include cost of network and system integration.
Wind developers will also need to have received construction permits and registered projects by 13 March.
The German Wind Energy Association (BWE), however, said it "rejects the adversarial positions" of wind and solar.
A spokesman added: "It is not clear how this could contribute to an economically meaningful balanced energy mix.
"Technologies that are in various stages of development must not enter into direct competition with each other. Otherwise, innovation and development potential will be compromised.
"We see technology-specific calls to be the targeted instrument, which are already provided for through the EEG 2017."
The tender marks the first time the two technologies have been included in the same auction in Germany. A second round of bidding will be held later this year, with a 1 November deadline.
The regulator had announced plans for joint auctions to be piloted in September 2016.
