Speaking at the Russian Energy Week conference, first deputy energy minister Alexei Texler said the capacity would "probably" be allocated next year, RAWI reported.
Auction winners receive a 15-year capacity supply agreement, guranteeing investors a 12% profit.
Next year's proposed auction follows a 1.65GW allocation awarded in June to three developers.
Enel Green Power (291MW), a Fortum-Rusnano joint venture (1GW) and Rosatom (360MW) all secured wind capacity licenses to install projects by 2020-21.
In Russia, new legislation supports the construction of 3.35GW of wind capacity by 2024. The projects must comply with sourcing 65% of the project components from within the country. Of that total, 44% must be sourced for the production of the wind turbines, RAWI said.
A new system is expeted to be in place after 2024 to encourage the development of wind capacity.
