Established in October 2015 by since deposed prime minister Tony Abbott, the independent commission is charged with facilitating the referral of complaints about operating or proposed wind projects.
The commission received 90 complaints between November 2015 and the end of 2016, of which it had closed 67 because the matter had been resolved on receipt of further information.
"Complaints regarding health concerns received by our office, to date, have provided only anecdotal evidence regarding stated health issues and causality," said commission head Andrew Dyer.
"It has therefore been difficult to confirm whether or not the stated health conditions reported by complainants are a direct result of the wind farm’s operations or some other cause."
Dyer added that residents assuming wind farms were attributable to their symptoms could be failing to "seek and obtain appropriate medical advice for a treatable condition".
