The project, with an estimated cost of €343 million, will be funded by various European donors.
German development bank KfW will provide €72 million, the European Investment Bank (EIB) €115 million and the French Development Agency (AFD) €50 million, all in the form of soft loans.
In addition, the European Union will furnish a grant of €30 million and the Egyptian government will stump up the remaining €78 million.
Egypt's New and Renewable Energy Authority (NREA) will implement the project, which is expected to come online by 2020.
According to the European partners, the project is "expected to feature state-of-the-art bird protection measures using a radar-based 'shut-down on demand' system".
Egypt is aiming at 20% renewable energy by 2022, amounting to around 7GW of wind power. It currently has 750MW operating capacity.
