GWEC said O'Connor would work with the council as a proponent of wind ensuring "the wind sector's distinctive voice is heard".
Eddie O'Connor has been involved in energy since the 1970s. He is an outspoken supporter of a European supergrid.
Mainstream, which he launched in 2008, is his second renewable energy company, the first being developer Airtricity.
Since then O'Connor has led Mainstream into new and developing markets, notably Chile and South Africa.
He was awarded the European Wind Energy Association's Poul La Cour award for outstanding achievements in the field of wind energy in 2014.
"I am honoured to have been asked by the Global Wind Energy Council to be its global ambassador at such an exciting time for the wind power industry," O'Connor said.
GWEC general secretary Steve Sawyer added: "Eddie's work building the wind industry throughout his career, and his current role at the helm of Mainstream Renewable Power, made him an obvious choice as global ambassador for GWEC."
