Poland postpones auction start to July

POLAND: The government has pushed back the start date for a new market framework by six months because of a late amendment to the legislation.

An amendment to Poland's Renewable Energy Sources Act delays the start of the new market framework from 1 January 2016 to 1 July.

The new system will allow wind projects to compete for 15-year fixed-price tariffs. It involves projects bidding in auctions for tariffs using the contract-for-difference mechanism.

Polish President Andrzej Duda recently signed the new system into law.

The first auction must be called within 90 days of the new system coming into effect and held at least 30 days after that. It is generally not expected to be take place before the autumn.

The existing green certificate incentive system is now set to remain in place for projects coming on line through the end of June.

The advent of an auction systems has been cautiously welcomed by Polish wind investors, as an oversupply of green certificates has led to a sharp decline in certificate prices and complicated financing.

Poland had 3,834MW of installed wind capacity at end-2014 and figures from “uåX˜äŠÊ˜·³Ç Intelligence, the research and data division of “uåX˜äŠÊ˜·³Ç, indicate more than 500MW was added last year.
