The tender mechanisms must be designed to ensure that expansion targets are achieved, meaning a net 2.4-2.6GW per year for onshore wind, and 6.5GW by 2020 and 15GW by 2030 for offshore wind.
The ministry currently foresees "late" auctions for onshore wind, in which bidders only participate with permitted wind farms.
For the offshore sector, the ministry broadly favours the so-called "central" auctioning system in which players compete for a particular offshore site selected and pre-developed by the government.
Almost all potential German offshore wind sites are already under development, however, prompting the ministry to propose a one-off auction for all advanced projects of those to be implemented between 2021 and 2023, amounting to up to 2.4GW.
Comments on the proposals are to be submitted by 1 October 2015.
