According to the report, issued every two years, wind power generation tripled between 2005-2014 and is the second largest provider of renewable electricity on the continent.
However, it is falling behind in the National Renewable Energy Action Plans (NREAPs) set in 2010.
According to the report, projected deployment of onshore wind at the end of 2014 reached 18.9 million tonnes of oil equivalent (mtoe) but the average NREAP target for 2014 was set at 20.3 mtoe.
The report predicts maximum projected deployment of onshore wind in 2020 will be 30.1 mtoe despite a target of 30.3 mtoe.
The outlook for offshore wind is worse. It missed its 2014 NREAP target by 62.7% and projected 2020 deployment could be up to 80% below its target.
Renewable energy, across the electricity, heating and cooling and transport sectors, reached a 15.3% share in 2014. The European Commission said it was on track to meet the 2020 targets.
But the report warned targets get would get harder to achieve closer to 2020.
An EWEA spokesperson said the report highlighted the need for tougher targets beyond 2020: "It's encouraging to see that the EU as a whole is on track to meet the 2020 target. This progress report also reflects the importance of the nationally binding element in the 2020 package and the obligation on Member States to meet the 20%, a feature that is lacking for the 2030 renewables target."
